Are you aware that user connected on PWA is the same that open client? If you open client connected on Project Server, are you able to open that project?

Project server got no problem with new Projects, just the old Projects, created at the old scenarion with windows xp, IE 8 can't be opened. Also at this time of the old scenario, office 2003 has been on the PCs. Now there ist Office 2010 with project professional 2007, an scenario Microsoft does not support. Maybe another possible reason for the disfunction. We decided to update the project server to SP3 now.
